In the election for membership of the Central American Parliament (Parlacen), the sons of former President Martinelli were re-elected as alternates, were among the 20 persons nominated, despite not being National Assembly themselves, their past convictions in the US for money laundering, and their father currently hiding away from justice himself in the Nicaraguan Embassy. Membership of Parlacen, which provides limited immunity to its members, has been criticised in the past as being a vehicle for failed or corrupt politicians to avoid, or at least make difficult, their prosecution. Ironically, Martinelli had pledged to remove Panama from Parlacen when President, but the law for the purpose was ruled unconstitutional and Panama returned to the body in 2012. Costa Rica is the one state which is not a member.
