EU: 20 INDIVIDUALS AND 1 ENTITY ADDED TO IRAN SANCTIONS LIST
EU Regulation 2022/2428/EU added 20 persons and 1 entity to the list of persons and entities subject to restrictive measures in Annex I to Regulation (EU) No 359/2011.
MANAGEMENT OF FROZEN OR SEIZED PROPERTY: NEW REPORT ASSESSES COMPLIANCE WITH WARSAW CONVENTION
On 13 December, the Council of Europe published a report into the Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism. The report evaluates the extent to which 37 states parties comply with Article 6 of the Treaty, which aims to ensure a systematic approach to the management of seized and frozen assets until the judicial authorities confirm the final confiscation order. Until then, seized and frozen assets should be preserved and administered in a manner that their value does not, at least, decrease. This applies to tangible assets – such as cars, buildings or precious metals – and intangible assets, such as intellectual property or virtual assets. The report contains a review of each state party evaluated and country-specific recommendations addressing any shortcomings identified.

CHINESE UNDERWORLD FLOODS TO THAILAND-MYANMAR RIVER BORDER
On 12 December, Nikkei Asia reported that the Macao squeeze spawns new gambling and trafficking hubs akin to ‘penal colonies’ and on the Moei River, Shwe Kokko Yatai New City has been conceived as a fantastic $15 billion city of the future. Development is well underway in Myanmar’s malarial and strife-torn Karen (Kayin) state. The city lies just north of Thailand’s Mae Sot. It says that Shwe Kokko is a known criminal hub used for online gambling, scamming and human trafficking. It also says that more crime zones immediately began springing up southward along the shallow, winding Moei, and this lawless area is branded a “growing threat to global security” in a US Institute of Peace (USIP) commentary published last month.
