On 19 July, OFAC announced that President Biden had signed a new EO which calls for research in options and strategies to secure the recovery of hostages or the return of wrongfully detained US nationals, and for the development and implementation of relevant policies, strategies, and procedures. Under the EO, the Secretary of State would be able to publicly or privately designate or identify officials of foreign governments who are involved, directly or indirectly, in wrongful detentions, and apply sanctions including blocking any assets etc in the US. They could also be barred from entry into the US
