US EXPANDS CONTROLS ON THE EXPORT AND RE-EXPORT OF US-ORIGIN AND CERTAIN FOREIGN-PRODUCED COMMODITIES, SOFTWARE, AND TECHNOLOGIES TO RUSSIA AND BELARUS

On 13 April, the EU Sanctions blog reported that the US Department of Commerce Bureau of Industry and Security (BIS) had extended the requirements imposing US scrutiny of transactions to almost any sensitive dual-use technology, software, or commodities that could be used to support Russia’s war effort.  BIS has also added aircraft registered in, owned, or controlled by, or under charter or lease by Belarus or a national of Belarus to the ban on using a licence exemption, already imposed on Russian aircraft.
