Panama Covid-19 update – it has been reported that the last patient of the Covid-19 Hospital, located in the City of Health, was discharged on Saturday, 9 April. The Covid-19 Hospital will be converted into a cardiovascular centre.
Meanwhile, despite a fall in active cases and the number of tests undertaken, numbers in ICU, other wards and hospital-hotel quarantine have all increased, albeit relatively modestly. 173 new cases have been reported, with no new fatalities, and 2,019 active cases (down by 268), with 9 patients in ICU and 91 in other wards.

FCA NEW 3-YEAR STRATEGY COMMITTING TO FIGHT MONEY LAUNDERING AND FRAUD
On 10 April, the Fintech Times reported that the FCA in the UK had published its strategy for the next 3 years to 2025, which contains a number of commitments and plans to mitigate fraud, market abuse, money laundering, sanction evasion and terrorist financing.
UK: COURT CONSIDERS DUTY OF FULL AND FRANK DISCLOSURE OF STATE IMMUNITY IN PROCEEDINGS TO ENFORCE ARBITRATION AWARD
An article from law firm Clifford Chance on ILO on 7 April was concerned with the Commercial Court dismissing an application that an arbitration enforcement order should be set aside on account of the claimant’s failure to give full and frank disclosure as to the scope of the defendant’s immunity under the State Immunity Act 1978. The defendant was the country Libya, and such sovereign states are immune from the jurisdiction of the courts of the UK, subject to certain exceptions – including s proceedings in the courts which relate to arbitration that the state has agreed to. However, the article says that the case illustrates the special nature of enforcement proceedings against sovereign states.
JAPAN TO REGULATE USE AND PURCHASE OF STRATEGIC REAL ESTATE
A Client Alert from Clifford Chance advises that new legislation to regulate the use and purchase of real estate in Japan is scheduled to enter into force in Autumn 2022. It is expected that real estate around national security related facilities and islands close to Japan’s national border will be subject to review by the Japanese government.
POLICE IN SPAIN SEIZE €29 MILLION HAUL OF STUFFED ENDANGERED ANIMALS
On 10 April, the Guardian reported that police in Spain have seized one of the largest hauls of taxidermy animals in Europe as they investigate potential smuggling, after a warehouse in Valencia was found to contain more than 1,000 examples, including stuffed rhinos, polar bears, elephants and other animals.
UKRAINE BANS ALL IMPORTS FROM RUSSIA
In its 11 April edition, Hellenic Shipping News reported that (unsurprisingly) Ukraine has banned all imports from Russia, one of its key trading partners before the war with annual imports valued at about $6 billion, and called on other countries to follow and impose harsher economic sanctions on Moscow.
