The American Bar Association and its Center for Human Rights has published this White Paper saying that end-use monitoring (EUM) is a critical component of the US arms export control regime; and that without adequate monitoring of end-use, the US is unable to detect and prevent the misuse of US-origin defence articles. It argues that while the current end-use control regime has rigorous protocols for monitoring the location of US-origin defence articles, weaknesses in doctrine, training, and implementation have impeded monitoring of the actual use of defence articles. It recommends a risk-based approach for assessing where such monitoring is most urgently needed in order to improve the effectiveness of end-use monitoring.
