US EXPORT AGENCIES CONTINUE EMPHASIS ON RESTRICTED PARTY SCREENING UNDER EXPORT CONTROL LAWS

On 11 January, an article from Williams Mullen reported that the US Government is continuing its frequent and highly visible use of denied party lists as an important tool in administering the export control laws; and that US exporters are challenged to keep up with the steady flow of changes of the various agencies’ lists.  It provides examples of recent restricted party actions for exporters – saying these are just examples over an 8-week period of developments involving restricted parties – additional amendments are occurring on a regular basis. It goes on to recommend a number of compliance best practices that exporters frequently utilise in their denied party screening activities.

OFAC SETTLEMENT WITH SOJITZ (HONG KONG) LIMITED FOR APPARENT BREACH OF IRAN SANCTIONS

On 11 January, OFAC announced the settlement of $5,228,298 re the potential civil liability for apparent violations of the Iranian Transactions and Sanctions Regulations.  Sojitz (Hong Kong) made US dollar payments through US financial institutions for Iranian-origin high density polyethylene resin (HDPE) from its bank in Hong Kong to the HDPE supplier’s banks in Thailand.

EU ADDS 1 NAME TO CENTRAL AFRICAN REPUBLIC SANCTIONS LIST

EU Regulation 2022/21/EU adds Ali Darassa to its CAR sanctions lists, following the decision of the relevant UN Sanctions Committee on 21 December.

US STATE DEPARTMENT IMPOSES VISA RESTRICTIONS ON 116 PERSONS LINKED TO ORTEGA REGIME OF NICARAGUA

A news release from the State Department advised that it had imposed visa restrictions on 116 individuals complicit in undermining democracy in Nicaragua, including mayors, prosecutors, university administrators, as well as police, prison, and military officials.  This action was in addition the recent new listings by OFAC (and similar action by the EU).

EU IMPOSES NICARAGUAN SANCTIONS ON 7 INDIVIDUALS AND 3 ENTITIES LINKED TO ORTEGA REGIME

EU Regulation 2022/22/EU imposes sanctions on the individuals and entities in a combined action with OFAC.  Named are – Camila Antonia Ortega Murillo; Laureano Facundo Ortega Murillo; Brenda Isabel Rocha Chacón; Cairo Melvin Amador Arrieta; Lumberto Ignacio Campbell Hooker; Nahima Janett Díaz Flores; and Luis Ángel Montenegro Espinoza; and National Police of Nicaragua; Supreme Electoral Council; and Nicaraguan Institute of Telecommunications and Postal Services (TELCOR).
