FINANCIAL INTELLIGENCE IN THE AGE OF LONE ACTOR TERRORISM

A briefing from Project CRAFT at RUSI says that lone actor and small-cell terrorists carry out undetectably simple attacks without being directed or funded by larger organisations.  In its current form, is the global architecture aimed at countering the financing of terrorism suitable for resisting the increasingly self-directed and self-funded threat that has gripped Europe?  Its Research Briefing 3 looks at the threats, the challenge for financial institutions and how one might meet that challenge.  It calls for “Finit” (financial intelligence) as an approach, not “CFT”.
