GREEK SHIP MANAGERS HALT VENEZUELA TRADE IN FACE OF US SANCTIONS

On 15 June, Hellenic Shipping News reported that 3 Greece-based shipping firms said they have halted trade with Venezuela after the US imposed sanctions on vessels under their management.  Dynacom Tankers Management, NGM Energy SA and Thenamaris were named, together with tanker owning companies Seacomber Ltd and Adamant Maritime Ltd, as seeking to cooperate with US authorities and resolve the sanctions issue.

PETROBRAS SAYS IT WILL NOT HIRE OIL TANKERS THAT HAVE VISITED VENEZUELA

On 15 June, Insurance Marine News reported that Brazilian oil company Petroleo Brasileiro SA (Petrobras), which is state-controlled, has told shippers that it would not be hiring any tankers that have visited Venezuela in the past 12 months.  It also reports that Wilmer Ruperti, a Venezuelan shipping magnate, faces a US sanctions investigation for possibly violating US sanctions, who has had links to Venezuela’s ruling Socialists since the 1999-2013 rule of Hugo Chavez.

IRELAND: HIGH COURT WILL GRANT A RESTRICTION ORDER AGAINST DIRECTORS THAT FAIL TO SHOW THAT THEY ACTED HONESTLY AND RESPONSIBLY BEFORE OR AFTER THE INSOLVENCY OF THEIR COMPANY

An article from Out-Law on 15 June reported that the High Court has granted a restriction order against the directors of an insolvent company, requested by the liquidator of the business at the request of the Office of the Director of Corporate Enforcement.  It is said that the judgment confirms that the onus is on directors to prove that they acted honestly and responsibly when raising a defence against a restriction order under the Companies Act 2014 and, when assessing the claim, the court will take into account the preferential payments to the directors that occurred prior to the liquidation.

NUCLEAR DETECTION OF CARGO “IS LIKE LOOKING FOR A NEEDLE IN A HAYSTACK”

An article from Dutch Customs in the report “Dutch Customs in 2019” is concerned with checks on incoming and outgoing sea and air cargo for banned radioactive substances.  To that end, rings of nuclear detection gates were installed at strategic points in the port of Rotterdam and at Schiphol, and there are also have mobile vehicles at both main ports to detect sources of radiation in logistical streams.  It is said that the alarms go off a couple of hundred times every day, but in maybe 99.99% of the cases, the alarms can be explained, they are harmless and no further action is needed.  There are a lot of goods that by nature give off low, acceptable doses of radiation, such as porcelain and cat litter.  However, non-natural – and illegal – radioactive sources are found in cargoes of scrap metal on a fairly regular basis.

[Incidentally, several years ago a free talk by a specialist at a logistics trade fair in the UK attracted only a mere handful of attendees, me included.  This, I guess, highlighted the lack of awareness and/or interest in hauliers etc.  Even with my customs background, I was unaware of the regularity of contaminated cargo, the presence and use of the test equipment at certain UK ports, and the huge cost that could be involved -passed on to the shipper or customer – if a cargo was identified and had to be segregated and disposed of]

US CUSTOMS OFFICERS SEIZED MORE THAN 206,000 FAKE POKEMON FIGURINES IN ONE MONTH

A news release from US Customs & Border Protection on 15 June advised that just a month after seizing more than 86,000 counterfeit Pokemon action figures, CBP officers in Harrisburg, Pennsylvania, seized more than 120,000 more counterfeit Pokemon action figures from Hong Kong.  If authentic, this latest seizure would have had a manufacturer’s suggested retail price of more than $840,000.

MALTA PLANS TO RENEW THE CITIZENSHIP BY INVESTMENT (CBI) PROGRAMME

On 15 June, CSB Group produced an article for Investment Migration Online saying that the Maltese government confirmed that, once the quota of 1,800 applications is reached, a revised programme will be launched. It says that the existing scheme has raised over €800 million since 2014.

PHILIPPINES CASINOS CATERING TO ILLICIT CHINESE GAMBLERS ARE CAUSING KIDNAPPINGS AND CHAOS IN MANILA

CNN Business on 15 June reported on POGO – a Philippine Offshore Gaming Operator, saying that in the past 3 years, the Philippines has emerged as a major hub for online gaming, according to Filipino officials, attracting more than 100,000 Chinese nationals who work in virtual casinos catering to players back in China where gambling is illegal.  In the past year, Beijing has ratcheted up pressure on Manila to shut down the industry, following its success in convincing Cambodia to move toward doing the same last year.  The Philippines stopped taking applications for new POGO licences in August 2019, but there are 60 current operators and some 90% to 95% customers are located in China.  Laws in the Philippines also ban online casinos from marketing their services to citizens of a country where gambling is illegal, but this rule is ignored by most POGO operators and poorly enforced.  The increase in POGOs has also led to a rise in criminality, according to Philippine officials.  This includes kidnappings, where employees gamble using loans and, when they fail to pay it back, the loan sharks kidnap them and try to get ransom from their relatives back home.
