On 12 February, the EU Sanctions blog reported charges against Nicholas Hovan, Zhenyu Wang (aka Bill Wang), James Fuchs Robert Thwaites, and Daniel Ray Lane for allegedly arranging to purchase Iranian oil to sell to a refinery in China using a Poland-based shell company.
