On 18th July, Field Fisher published an article about the current situation in the UK for cannabis (which remains illegal), explains the 2 active ingredients that influence its legality (THC and CBD), outlines the position re CBPM (cannabis-based products for medicinal use in humans) and industrial hemp (which contains little or no THC, but does contain CBD, and can be used in building materials and clothing as well as for CBD oil), CBD products on the high street and “novel” food products.

HOW DO OTHER COUNTRIES RAISE MORE IN TAX THAN THE UK?

The Institute for Fiscal Studies on 19th July published a report which starts by saying that the UK raised 35% of national income in tax in 2018–19.  The report is intended to provide context to the debate about the size of the UK tax take by setting out how different countries raise tax.  It shows that the UK stands out mainly in raising less from income tax and social security contributions. It explores who would pay more tax on their earnings if the UK were to adopt other European countries’ tax systems.  The report finds that the UK’s current tax take is high by historical UK standards, but below average among OECD countries.

PAKISTAN ARRESTS EX-PM ON QATAR NATURAL GAS CORRUPTION ALLEGATIONS

Al-Arabiya on 18th July reported that authorities in Pakistan have arrested Shahid Khaqan Abbasi, a former prime minister who served for nearly a year after Nawaz Sharif was removed from office in July 2017.  Sharif is currently serving a 7-year jail term for corruption, and authorities have pursued a number of his allies on corruption allegations.

CANADA: POLICE ALLEGE ‘CRIME FAMILY’ LAUNDERED MORE THAN $70 MILLION THROUGH ONTARIO CASINOS

On 18th July, the Globe & Mail reported that members of an Ontario ‘crime family’ with alleged ties to the Italian Mafia laundered more than $70 million in dirty money through provincial casinos in “just a few short years,” according to new allegations.  9 people have been arrested in connection to one of Canada’s largest-ever organised crime busts – with 12 more in Calabria, Italy.  Police also claimed that Options B Solutions, a financial company r, played a major role in the cleaning of illegal funds for this criminal organisation.

NEPAL RISKS BEING BLACKLISTED ON MONEY LAUNDERING

The Nepali Times on 19th July reported that Nepal will be evaluated for international money laundering activities by the APG (Asia Pacific Group) during 2019, and may be blacklisted if the government does not adequately crack down on illegal cross-border money transfers.  Previously, with an investigation due, Nepal had hastily passed the Money Laundering Prevention Act in 2008, but then took 2 years to implement it.  In February 2010, the APG put Nepal on an monitoring list.  Nepal then established a Money Laundering Investigation Department. With the help of the IMF and World Bank, the government created legal structures and adopted policies to prevent money laundering. After it took these steps, it was removed from the monitoring list.  The article says that Nepal does not seem to have made much progress since then in actually preventing tax evasion and money laundering.  However, as with other countries, the next evaluation will focus on effectiveness of controls, not just technical compliance.

MALTA FUEL SMUGGLING CASE: COURT HALTS ATTEMPT TO IMPOSE INTERNATIONAL SANCTIONS ON MALTESE

On 18th July, the Times of Malta reported that a local court had granted an injunction, preventing the government from applying to have fuel trader and former footballer Darren Debono and his alleged associates designated by the UN under its Libyan sanctions regime – something that Russia had already blocked.    Debono said he had never been informed of any investigation in his regard, be it by the police or any other government entity.
