In the second of a 2-part series of articles, law firm NautaDutilh on export controls, sanctions and dual-use goods, sets out to look at the prohibitions of circumvention is to protect the objectives of sanction regulations and export regulations – for example, those concerning the export of dual-use goods to sanctioned countries – as best as possible, including protection against direct and indirect circumvention.  Part 1 looked at how to identify dual-use goods and examined the catch-all provisions in EU export and sanction regulations.
