On 28th July, the Herald in Scotland reported that the UN Development Programme (UNDP) has blacklisted 4 anonymously-owned limited partnerships or SLP from bidding for their contracts for 5 years after uncovering fraud in its global aid programme.  UNDP is responsible for a multibillion dollar effort to fight poverty and it has also debarred individuals who are nominally in control of scores of similar entities.  All 4 businesses had been bidding for contracts in Uzbekistan, ranked as one of the most corrupt nations on the planet.  They had not complied with rules under which they should have named their true owners by year.
