On 15th February, Bloomberg published an article about a Chinese-built casino on the Pacific US island of Saipan. It claims that per capita there’s almost certainly more Chinese money moving through Saipan than anywhere else in the world. In 2014, the company involved, Imperial Pacific extracted extraordinary terms: a 25-year monopoly on the casino trade and a deal to pay no gambling-specific taxes. Virtually whatever money the Chinese generated at their tables, they could keep.
